Passion Scientific Refereed Journal for Human Studies is committed to full transparency regarding publication fees and payment procedures. This policy specifies the total publication fees, payment schedule, conditions governing the initial payment, available exemptions, and payment confirmation procedures.
1. Total Publication Fees
The journal charges publication fees for accepted articles according to the author’s category, as follows:

The total publication fee is paid in two installments according to the procedure described below.
2. Initial Payment upon Manuscript Submission
The author is required to pay USD 20 upon manuscript submission.
This payment constitutes part of the total publication fee and is not an additional fee. Accordingly, the initial payment is deducted from the total publication fee due if the manuscript is ultimately accepted.
Therefore:
- Authors from outside Passion University: USD 20 upon submission, followed by USD 80 after final acceptance, for a total publication fee of USD 100.
- Faculty members of Passion University: USD 20 upon submission, followed by USD 50 after final acceptance, for a total publication fee of USD 70.
3. Independence of Editorial and Peer-Review Decisions from Fees
The journal expressly confirms that the payment of any fee does not influence the scholarly or editorial decision in any way.
- Payment of the initial USD 20 does not guarantee acceptance of the manuscript.
- Payment of the initial installment is not considered a criterion for acceptance.
- Peer-review, acceptance, and rejection decisions are not based on the author’s ability or willingness to pay.
- Editorial and scholarly decisions are based on the quality of the manuscript, its suitability for the journal’s scope, the peer-review results, and the author’s response to reviewers’ comments, in accordance with the journal’s established policies.
- The journal separates financial and administrative procedures from scholarly and editorial procedures and does not permit financial considerations to influence the assessment of a manuscript or the editorial decision.
4. Commencement of the Peer-Review Process
The peer-review process begins after the author has completed the required submission procedures, paid the applicable initial installment, and the manuscript has passed the journal’s initial screening in accordance with its policies.
Payment of the initial installment does not mean that the manuscript has passed the initial screening or that it will be accepted for publication.
The journal retains the right to reject a manuscript at any stage of evaluation if it fails to meet the journal’s submission requirements, scholarly standards, scope, or peer-review requirements.
5. Remaining Payment after Final Acceptance
After completion of the peer-review process and issuance of a final acceptance decision, the author is required to pay the remaining balance of the total publication fee.
The remaining balance is:
- USD 80 for authors from outside Passion University.
- USD 50 for faculty members of Passion University.
The remaining payment is not requested until a final acceptance decision has been issued and an official notification has been sent to the author.
The author is granted 14 days from the date of notification of final acceptance to pay the remaining balance.
If the remaining balance is not paid within this period, the journal will send the author a payment reminder and provide an additional payment period specified in the reminder notice. If the author neither completes the payment nor responds within the additional period, the journal may administratively cancel the acceptance and close the publication process for the article.
6. Rejected Manuscripts
If a manuscript is rejected after the processing, screening, or peer-review procedures have begun, the author is not required to pay the remaining balance of the publication fee.
However, the initial USD 20 payment is non-refundable once manuscript processing, screening, or peer-review procedures have begun, as it forms part of the costs associated with the administrative and procedural handling and evaluation of the manuscript.
In all cases, the author is not required to pay the remaining publication fee if a final acceptance decision has not been issued.
7. Author Withdrawal
If an author decides to withdraw the manuscript after processing, screening, or peer-review procedures have begun, the initial USD 20 payment is non-refundable.
The author must formally notify the journal administration of any request to withdraw a manuscript in accordance with the journal’s applicable withdrawal and corrections policy.
8. Academic Grants and Fee Exemptions
The journal supports scholarly research and academic excellence within Passion University by providing specific fee exemptions subject to official nomination and approval.
- Each college within Passion University may publish one article free of charge in each issue, subject to official nomination by the respective college and approval by the Editorial Board.
- Articles receiving a fee exemption remain subject to the same scholarly, editorial, and peer-review standards applied to other submissions.
- A fee exemption does not influence the scholarly or editorial decision.
- When an exemption has been officially approved, the beneficiary is not required to pay the applicable publication fees in accordance with the terms of the exemption.
9. What the Publication Fee Covers
The total publication fee applicable to an accepted article covers procedures and services associated with the processing, preparation, and publication of the article, including:
- Double-blind peer-review procedures.
- Editorial and language review.
- Formatting and technical production.
- Processing and preparation of the article for online publication.
- Publication under the journal’s Open Access policy.
- Free public access to and downloading of the published article.
No additional or hidden fees are charged to the author beyond the fees stated in this policy, unless the journal clearly announces any new fees or amendments before they are implemented.
10. Payment Methods
Fees are paid using payment methods approved by the journal and the university, in accordance with the payment instructions provided to the author by the journal administration.
The author must ensure that the amount corresponding to the payment due at the relevant stage is paid, whether the initial USD 20 installment or the remaining balance after final acceptance.

The author must follow the payment instructions and select the appropriate service and amount according to the payment notice provided by the journal.
Second: PayPal

The author must ensure that the amount required for the applicable installment is paid and should not assume that the amount displayed in the payment link represents the total publication fee for all author categories or payment stages.
Third: Other Payment Methods
Additional payment methods may be available depending on the author’s country of residence.

11. Payment Confirmation
After paying the required installment, the author must retain the payment receipt and provide proof of payment in accordance with the journal’s instructions.
When requested, the payment confirmation must include:
- Author’s full name.
- Article title.
- Amount paid.
- Date of payment.
- Transaction or payment reference number, if available.
- A clear copy of the payment receipt.
Payment is considered officially confirmed after financial verification by the administration.

12. Fees and Exemptions Do Not Influence Publication Decisions
Payment of fees or exemption from fees does not influence the scholarly evaluation, peer-review process, or editorial decision at any stage.
The journal evaluates all manuscripts according to its published scholarly and editorial standards, regardless of the author’s financial status or eligibility for a fee exemption.
13. Future Changes to Fees and Payment Procedures
The journal reserves the right to review and amend its publication fees or payment methods when necessary.
Any official amendment to the fees or payment procedures will be clearly announced on the journal’s website before it takes effect.
The applicable fees shall be those officially stated in the journal’s published policy at the time each payment becomes due.
