هدفت الدراسة إلى الكشف عن واقع التعليم المهني والتقني في فلسطين بين الإرشاد المهني، وتمكين الشباب من دخول سوق العمل بمختلف مجالاته، وبيان المنطلقات والأطر التي شكلت التعليم المهني والتقني بين الإرشاد وتمكين الشباب، والكشف أيضاً عن أهم التحديات التي تواجه تمكين الشباب في المجتمع الفلسطيني، وآليات التصدي للتحديات (البشرية، الاجتماعية، الاقتصادية) التي تعوق تحقيق التعليم المهني والتقني، واستخدمت الدراسة تصميم النظرية المجذرة التي يقصد بناء النظرية بالتحليل العميق للبيانات، حيث جمعت البيانات النوعية من خلال تحليل الأدب النظري والوثائق والقراءات الأكاديمية والدراسات السابقة. وأظهرت نتائج الدراسة الحالية: أن تحقيق أهداف التنمية المستدامة لا يتم بغياب المواءمة بين مخرجات التعليم، والاهتمام بالتعليم والتدريب المهني والتقني من جهة، والاحتياجات الفعلية لسوق العمل من جهة أخرى، كما أظهرت نتائج الدراسة أيضاً أن تمكين الشباب لسوق العمل ومجالاته المختلفة يتم من حلال تبني القطاع الخاص للتعليم المهني والتقني، واعتبار ذلك كضرورة وطنية وقومية. حيث تم تطبيق الاستراتيجية الوطنية لتأهيل وتدريب جميع طواقم التعليم المهني في جميع المدارس المهنية الحكومية الفلسطينية في نهاية 2019.

التوصيات:

1. بناء استراتيجية متكاملة وشاملة ومنظمة تحقق الهدف الأسمى لإرشاد الطلبة وتوجيههم نحو التعليم المهني والتقني ربط التعليم المهني والتقني بمتطلبات تمكين الشباب في سوق العمل على أساس تخريج كوادر أكثر قدرة على تحمل مسؤولية التنمية بواسطة التقنية الحديثة.
2. تمكين الشباب عن طريق منحهم القروض لاستثمارها في مشاريع تدر عليها دخلا ًوتؤمن هدف التنمية التشاركية، وتعزيز السياسات والبرامج وآليات التنسيق الوطنية المتعلقة بالشباب بوصفها أجزاء أصيلة من التنمية الاجتماعية والاقتصادية بالتعاون مع القطاع الخاص والمنظمات غير الحكومية.
3. العمل على توجيه الدراسات البحثية في الجامعات الفلسطينية نحو تطوير قطاع التعليم والتدريب المهني والتقني بما يتناسب مع واقع السوق الفلسطيني

The study aimed to reveal the reality of vocational and technical education in Palestine between counseling and enabling young people to enter the labor market in various fields, and to indicate the starting points and frameworks that have shaped vocational and technical education between counseling and youth empowerment, and also reveal the most important challenges facing youth empowerment in the Palestinian society, and mechanisms to address challenges (human, social, Economic) which hinders the achievement of professional and technical education, the study used the design of deep-rooted theory that is intended to build theory by deep data analysis, where qualitative data are collected through the analysis of theoretical literature, documents, academic readings and previous studies.

The results of the current study showed that the achievement of sustainable development goals is not achieved without harmonization between education outputs, attention to vocational and technical education and training on the one hand, and the actual needs of the labor market on the other hand, and the results of the study also showed that the empowerment of young people for the labor market and its various fields is through the adoption of vocational and technical education by the private sector, and considering this as a national and national necessity.

Recommendations:

1. Building an integrated, comprehensive and organized strategy that achieves the ultimate goal of guiding students and directing them towards vocational and technical education Linking vocational and technical education to the requirements of empowering youth in the labor market on the basis of graduating cadres more capable of assuming responsibility for development through modern technology.
2. Empowering youth by granting them loans to invest in income-generating projects that secure the goal of participatory development, and strengthening national policies, programs and coordination mechanisms related to youth as integral parts of social and economic development in cooperation with the private sector and non-governmental organizations.
3. Work to direct research studies in Palestinian universities towards developing the TVET sector in line with the reality of the Palestinian market.
